    Damp over concrete floor

In our groundfloor back bedroon we have a concrete floor with bitumen top, laid on 1978. A damp patch has appeared in the middle of the carpet. There is no staining on the ceiling above so it seems to be coming from below. Is this possible? The bitumen seems sound, but has white blobs of mould on it.

Can you apply new silicone sealant over old bathroom sealant without removing it first?

The old silicone sealant was an absolute pain to remove before we put in new stuff last time. Can I skip that step and just apply a new layer over the old so it looks a bit fresher? Or do I really need to rip out the old stuff first?
