Can a joiner repair my period sash windows? Or do I need a window restorer?

A carpenter/ joiner can repair sash windows, you would want someone that has worked on sash windows before though, minor repairs to the sashes due to damage or rot can be repaired by a product call window care this is a resin repair system that can be planes and shaped after cured

A joiner may well be able to do it, but you're probably better off getting in a specialist as they will definitely do the best job

It's a simple repair but the rope sometimes is hard to get to joiners are there to get the area back. Brains or competency can repair the sash .

Im a professional time served carpenter and have restored plenty of sash windows they have to be considerably rotton to be in position to completly replace them.
I use larch to repair any rotton pieces as its flexible hardwood with good strenth ideal for sash window repairs.
