What counts as a new roof in terms of planning permission?

In terms of planning permission, does replacing the tiles count as a new roof? Or is it when the whole thing is redone?

Examples of significant changes may include altering the pitch or shape of the roof, using different roofing materials, or adding additional features such as dormer windows.

"No permission needed to re roof only structure changes require it for example re pitched the roof in new design or adding dormers etc."
