How to repair roof felt from inside loft

I’ve spotted a tear in the felt while up in the loft. Is it possible to patch this from the inside or do the tiles need to come off?

"You cannot repair it from inside because the water when the water if it leaks down your roof, it will come through the repair. What I recommend is takeoff tiles on top and remove the tear felt and replace with new that’s the only way you do it"

"Yes it is possible to repair internally
However this would only be deemed as a temporary repair.
Unfortunately the correct repair would include removing existing tiles, battens and underlayment. ."
