Vintage standard lamp with fraying old flex. Would an electrician even bother with a job this small?

Very minimal is probable if the lamp is not obscure enough to be an artist's masterpiece for example then price may increase.

Yes, it can be done, unless there are broken components such as brackets that in some cases can make it unsafe to use.
