What steps are needed to do building work close to a sewer/drain?

Hi there, I am planning to have some building works performed on my property soon. What steps or/and applications may be needed should it run over or close to a sewer/drain? Are any specific approvals needed, might it depend on the case, and if so how would I know? Thank you for your time.

    Subsidence issues

I am a single working mum of 4 children living in a private rented property. I have informed my landlord on many occasions and I with no other options had to call out environmental health. After 2 visits to the property, they said it was a danger, then after them meeting the landlord, I have been ignored. Since last year I've had cracks appear inside and outside of my flat above a shop which I measure daily and are quite deep and wide enough to get my fingers in. There are also gaps in the stairs and between floors, skirting boards and windows etc. Now door frames are coming away from walls and snapping. Is there a way I can get a free structural report? I am afraid, I'm living here with 4 children and it's dangerous but not able to afford to get help off my own back.

    Chippings next to house

I have been paving my front garden. I had noticed a couple of slabs were sinking a little so I dug them up and relaid I have left a gap of 300mm to the house with about 4 inches of small chippings. The paving is running away at at least 1/60. Also not much rain water falls in that area due to the over hang of about 300mm of the roof What I noticed after finishing is that the slabs although 300mm away are about 30mm higher than the bottom of the dpc. There doesn't appear to have been problems when the two large slabs were sloping in and that's been fixed. Perhaps I am overthrowing it but I just wanted to check
