"No it’s 2 separate things builders finish is complete except the decorating a shell finish is just the structure watertight"

A builders finish may include a mid court of paint depending on builder.

"hi as far as I'm aware a builders finish is everything up to but not including decoration and a shell shell conversion is just the structure up to water tight"
