Who can issue an electrical installation certificate?

We had rewiring done and the electrician has gone quiet on the paperwork. Can another electrician issue the certificate instead?

This report evaluates the safety of the installation in its current state and highlights any immediate or potential dangers using codes such as C1, C2, or C3.
​If the work falls under Part P notification requirements—such as a new circuit, consumer unit upgrade, or work in a bathroom—the EICR can serve as technical evidence for Local Authority Building Control (LABC). Building Control can then issue a compliance certificate, provided there are no C1 or C2 defects present.
​An EIC confirms that the electrician designed, built, and tested the work from scratch, whereas an EICR confirms that an existing installation has been thoroughly inspected, tested, and deemed safe for continued use.

Yes another electrician could issue a certificate, they would just need to complete an EICR report for the property.

Only the person installing the work should be issuing the certificate, if another electrician does this it would have to be an EICR.
