When to use scaffolding for DIY work?

How can I tell when it is best practice to hire scaffolding as opposed to using a ladder to access a roof for DIY work? Is it related to the extent of the work? How about the height of the house? Are there any other factors I should consider?

"Yes height of the work, and health and safety, need to make sure everyone is safe completing the work, and doing the work off a scaffolding will ensure the work is completed to a high standard, instead off a ladder"
