"Is it built to carry the extra weight?
Are all the boards in good condition?
What material is it covered with?
Will you course any damage?
Is it safe for you to do a roof garden?
Does it have a hand rail or anything to stop you falling.
Is it felt? Does the felt have stone chipping’s on it ?
Is it fibreglass? There’s 3 reasons not to do a roof garden.
The best way forward for I think is.
Get a experienced flat roofer to take a look.
There should steer you in the right direction."

"If weight is an issue then I would suggest a single ply epdm , it will last longer than felt and it’s a lot lighter than multiple layers of felt per square metre."
