It's above a handyman .it's a plumbers job .Also if the toilet is on a tiled floor or walls specialist tile drill bits are needed .The use of backline or any muktiquick fitting is essential too as new toilet may have different dimensions than the old one so may have to have adjustments in pipe supply and waste pipe .I would want a min of £100 .
