Source of leak in roof

We have a leak and invited a roofer to repair who quickly recommended changing the flashing around the chimney stack. It has improved but continues to rain in but the roofer has advised he can't identify the source of the leak even though we have made some suggestions. Should it be so hard to find? The leak is all around the stack.

"No, go in the loft when it rains and see where it is coming in.
Then remove tiles from above that area and you should see the problem.
Felt, lead, cement or cracked tiles.
However, if a tile is cracked the felt should protect you."

"The bricks could be porous maybe the brick delaminated also I'd check the ridge and too slate if a slate roof"

"It’s probably the membrane underneath the tiles around the chimney stack it’s probably deteriorated or not run up along the chimney stack enough"

"When a leak is around a chimney some times if it’s not the led it can be the sealant Around the top of the flashing where it’s wriggled into the Roughcaster no2 it could be the roughcast/render on the chimney may be cracked or boss"

"Check the chimney cap for a crack it only takes one crack up there to cause the whole stack to appear leaking"
