New roof and firewalls still leaking

I have just had a new slate roof, but no flashing has been added to the parapet and firewalls. The roofer insists that this is a separate issue and not part of the roof. The firewalls are still leaking and he insists they need to be rerendered at an extra cost. Are parapets not part of the roof?

"They should have made the whole roof watertight so yes that should have been part of the job. Why they are saying this I really not sure but it just sounds like they are trying to get more cash out of you. I would hold back some cash if I was you."

"If there was a flashing there to start with it should be replaced like for like. But if there wasn't the roofer should be experienced enough to know if it need one or not."
