How can I protect my pond?

What can be done to protect a pond that is on a site where development may occur? Can an application be made to prevent such works going ahead? How does this work in a legal sense?

"Mesh/grill covers must be able to support a child’s weight without dropping below the surface of the pond water. You can test this by placing a full hand luggage suitcase on the surface and observing whether the cover supports the weight or drips closer to the water."

"If the pond has newts in it, it will be protected by law. Especially great crested newts"
