A general builder could widen your concrete steps by making a shuttering out of timber and pouring concrete into the shuttering and take the shuttering away when the the concrete is completely set/hard.

Any builder should be capable. Hard to say exactly with out photos, but...
You’d need to dig out the surrounding earth, build timber frame for the proposed size, pour concrete, then remove the frame.
