Is planning permission required to have a dormer attic built?

"Hi, NO, it comes under permitted development as the dormer you adding is small and the main space created is their inside your existing loft.
Having said that you will need to submit building regulation compliant plans, then you may start work automatically ( providing the plans are compliant.

"Planning permission not required unless a listed building
Works can be carried out under building control, you need to have a set of working drawings with calculations from a structural engineer.
Let building control know before you start work and arrange a site visit on day 1 of commencing works"
