what is the cost to install anew consumer unit, transfer the main supply and do the part P testing and sign off?

"The overall price would vary depending on the number of circuits in the consumer unit and whether any wiring faults become apparent before or after the upgrade. New consumer units generally contain more stringent fault detection that can capture more faults than older units.
A full EICR (Electrical Installation Condition Report) would be required post-installation of the new consumer unit. This activity covers the Part P you mention and the local authority building control may need to be notified of the work and the competence of those carrying out the work

If "transfer of the main supply" just means reconnection of the main supply tails from the meter, then that would all be included in the price of the installation/upgrade.

As a guide and depending on location and complexity, price for the entire works required could be in the region of £500 - £750."

Average 2–3 bed houses — £450–£800

Larger homes or higher spec units (all RCBO, surge protection etc.) — £800–£1,200+

A lot of general guides also say a typical consumer unit replacement in the UK (including labour, testing, certification and Building Control notification under Part P) usually falls somewhere around £450–£900.

I’m in London / South East, and I know labour and materials tend to be higher here. I’ve seen ballpark figures like:

Smaller installs — £450–£700

Standard 8–10 way boards — £650–£950

Larger or premium spec installs — £900–£1,300+"

Purchase of new consumer unit fully populated.

Replacement of consumer unit and disposing the old one.

Part P certification from building control

With EIC certification for the new consumer unit."

"Hi Jean, the cost would depend upon the number of circuits and location of the consumer unit. Assuming the new unit could fit in the same cabinet as the old one and no new circuits needed running then materials cost would be £100-150 and labour £300-400. You would need to hire a certified electrician who is able to sign off the work."
