Can you plaster over paint?

We've had the walls painted and then decided we want to skim them to get a perfectly smooth finish. Does the paint need to come off first? What are the steps that a plasterer would take here?

"No, you don't have to scrape the paint. PVA or SBR would do the trick and then skimming. Hope that helps"

"Do not listen to people just saying apply PVA Cheryl , either use Pink SBR Before hand that is a brilliant product or failing that apply a blue grit (your local builders merchants will stock)
Then leave for 24 hours before you skim and you won’t go wrong.
All the best ."

"As long as the paint isn’t flakey or peeling then no.
Walls will just need sealing with sbr, or other products are available"

"This can be done but the wall needs to be prepared properly, if the paint on the wall is glossy or loose then the plaster will not stick. You can test the wall by with a sharp knife or putty knife mark the wall over the paint and stick a piece off tape over the mark and then pull tape off quickly if the paint peels or flakes then you will need to removed the paint before plastering"

"Not without scraping the loose paint before thoroughly priming the walls to the skim when dry ish (tacky)."

"Good day, you can plaster over the paint, but you need a special pva to hold it in place. You can plaster it if you need it."

"Yes — in most cases you can plaster/skim over painted walls, but the paint needs to be sound and the surface properly prepared first. A decent plasterer won’t usually strip all the paint off unless it’s flaking, glossy to the point nothing will bond, or there’s damp damage underneath.
Typical process a plasterer would follow:
Check the existing paint
Scrape for any loose/flaky areas
Tap for hollow spots
Check for damp, bubbling, peeling, nicotine staining etc.
Remove anything unstable
Any peeling paint gets scraped back
Cracks opened slightly and filled/scrim taped
Loose plaster removed if needed
Key the surface
If the walls are glossy/silk paint, they’ll usually sand it down to dull the finish
Sometimes they’ll score the surface lightly
Apply a bonding agent Most plasterers now use:
Blue Grit, or
Thistle Bond-it
This creates a rough, grippy surface so the skim adheres properly.
Older-school method is diluted PVA, but many plasterers avoid relying on PVA over painted walls now because it can fail if timing/moisture isn’t right.
Skim coat applied Usually:
First tight coat of finishing plaster
Second finishing coat
Trowelled smooth as it firms up
Drying
Turns from dark brown/pink to pale pink
Usually several days depending on ventilation/heating
Mist coat before painting Fresh plaster must be sealed with a watered-down emulsion first before normal paint"
