"1. Aerator has a problem.
2. Tap has an internal problem.
3. Your water pressure has a problem.

As for cost many things have to be factored in. It could just be a rubber washer or a cartridge so quite simple or it could be a bigger issue. Until you get to the root of the problem the cost will be unknown."
