    Loft Partition possibly moved by neighbour,

    I've recently discovered that the loft partition made of plasterboard is not sitting at the central point of chimney breasts (we removed ours) it may have been moved a few years ago about 8-10 inches and sits nearly at the front opening of our chimney breasts in the loft. It's been cleverly done and plaster has been painted on joins from our side. Only the central part has moved, the corners are at the correct place. To complicate matters further the en-suite shower cubicle needs a new light and when the old one was removed you can see the partition wall across it and cable from my property (probably the electric shower) feeding into next door. What steps do I have to take before moving it? Can I just do it as it's technically on my property? Do I have to restore it to the centre? Is it the neighbours responsibility and cost? What rights do I have?? Does it matter how many years it's been like that Can I just employ someone to do it?
