What happens if you don't pva before plastering

Why do you need to use pva first?

"The plaster will not bond to the surface properly if it is not primed (pva/sbr/blue grit etc)

In some cases it will dry as soon as you apply the plaster as the surface will take all the moisture from the plaster"
