Wall with plaster-wallpaper several layers of paont

Hi,
I’ve got walls in my house where the wallpaper has been put on the plaster without base coat. On top of the wallpaper there are several layers of different paints. Can I sand this down until the plaster, wash it with sugar soap and than apply a new layer of paint? Would that work?

Yes you can it might be worth  taking  off wallpaper  with a wallpaper  stripper

In my opinion the best way to get back to the basic wall is to steam strip the wallpaper along with the layers of paint being done previously. Also be aware that might have some imperfections and cracks here and there after stripping so it will need some repair works before new painting 👍🏻

No you need to remove paper, you'd be there for ever trying to sand through wallpaper

Just strip papers, smooth off then paint over.

The simple answer is  yes !
Make sure use a high  fought grade paper and reduce the grade of paper to as fine as you feel fit for the finish,
