What causes brassica blindness and which is the best treatment method?

"Brassica blindness can occur when there has been a break in the growth rate in the development of plants. This can be caused by a number of factors that include a lack of moisture from either drought or drying out when first raised from seed in containers. Cold weather during germination outdoors, such as a late frost can impede the growing shoot, as can water logging during heavy rain or attache from pests. The best remedy is to ensure the best growing conditions for your plants, well-drained soil with good level of organic matter, adequate watering and regular feeding to keep the plants healthy and improve resilience to pest attacks."
