Should you change pond filters?

I’ve read online that you should not change the filters of a pond. Why is this?

"Because it is full of bacteria and helps the pond stabilised when changing the pond water, all I would do is clean the filter, take it away from the pond and stick hose pipe and run it down the drain and rinse the the foam and box ."

"They are essential to the health of the pond. The longer the filter is left undisturbed, the better it will do its job. The filter should not be cleaned more than a few times a year; once or twice a year is typical."
