Should plasterboard touch the floor?

I'm having a new room created in a bedroom and wanted to know if I should go all the way down to the floor with the plasterboards?

"If the room is upstairs I.e on a 2nd or 3rd floor then you can come all the way to the floor no problem but if it is on the ground floor then it is always advisable to keep plasterboard or any plaster an inch or 2 off the ground in order to prevent ground water coming into contact with it which could lead to damp issues including rising damp."

"Being a decorator I think there shouldn't be any issue if plasterboard touching the floor. However skirting board can cover if any gap left under the plasterboard. Please correct me if I'm wrong. Thanks"

"No- this is the reason we have skirting boards fitted afterwards. Allowing a half inch gap stops any moisture creeping up and damaging the boards and finish."
