What’s the best way to remove artex from walls?

Hello all,
A property I have bought recently has thick artex across most walls and some ceilings. It has been tested for asbestos and received a negative result, thankfully.
I would like to have most of these walls replastered over time and have the artex removed. Having tried a steamer and some sanding options, I’ve not been too successful.
What would be the best option for me to remove all the artex while keeping the mess under control?
