Planning permission for garage roofs

Do you need planning permission to replace garage roof? What about building regs? Do they apply for a full replacement?

"If its like for like etc flat roof renewal you should be fine, if you are changing it pitched roof i would check with a surveyor they can look into the weight and spec of the roof and if you need permission"
