To prepare tiles for painting, you should:

Clean the tiles thoroughly with a degreaser and allow to dry completely
Sand the tiles lightly with fine-grit sandpaper to roughen the surface for better adhesion
Clean the tiles again to remove any dust
Apply a primer specifically designed for ceramic tiles such as Kilz Adhesion or Zinsser Bulls Eye 1-2-3 Plus 13 oz. Primer.
For painting, you can use a ceramic tile paint like Rust-Oleum Specialty Tub & Tile or a waterproof paint like Behr Premium Plus Ultra.

To seal the paint and protect it from moisture, use a clear sealer like polyurethane or a waterproofing sealant like Krylon Sealer or Aqua-Seal."

"The best way to prepare tiles for painting involves cleaning the surface thoroughly, filling in any cracks or holes, and sanding down the surface to allow for better paint adhesion. A good primer for tiles is a product specifically designed for use on ceramics and other non-porous surfaces. Epoxy or oil-based primers are the best options. For painting, you can use a ceramic tile paint or a water-based epoxy paint.
We recommend ZINSSER Primer"
