Order of wash room fitting

Which should be done first, tiling the floor or fitting the toilet? Is there a right or normal order to it? Does it matter?

"The order in which the work is done matters. I do this for a living; and I would tile the floor first; this eliminates cutting awkward shapes of tiles to surround the base.
Future replacement of toilet does not entail removing of floor tiles"
