Who do I need to renovate garden steps and make them shallower?

The maximum height of a step is 210 mm or 8 inches in old money I’m assuming your current steps are non-compliant equally the individual steps may be different sizes which also non-compliant this is to do with muscle memory if a blind person walks on the first step the brain will tell them the next step is exactly the same size and will obviously cause him to trip up or fall down the stairs. to remedy this problem remove the steps and you have to add an additional step assuming you have the room
