Floor insulation downstairs

I have a concrete floor downstairs and am wondering how to best insulate it without removing the skirting or rising it more than 5cm/2in. Is it at all possible?

"Hi Katarzyna - it depends on whether you have any insulation under the current concrete floor? If there's insulation there and it's effective, you can use thermal underlay. There are several types depending on what type of flooring will be laid. This is the cheapest option. I hope this helps with your question.

"You can use underlay or you can use flooring that is heat and damp insulated underneath witch will help you not exceed the 5 cm"
