Do I need to prep walls before painting?

I'm repainting a room where the walls are pretty smooth as they were replastered a few years ago. So, is there any prep I need to do or can I just slap the new coat of paint on?

"It’s always a good idea to flick over walls with a piece of fine sandpaper before painting."

"Use sandpaper or a sanding block to dull any uneven surfaces, wipe away dust with a damp cloth and let dry thoroughly. Smoothing walls before painting is necessary for surfaces previously painted with a gloss or high-gloss paint. For previously painted water-based paint, sand with a fine-grit sandpaper"

"1st coat - Use a thin coat of paint called thinned as manufactures recommendation, this is called a mist coat
2nd & 3rd coats - Straight from the tin, may need a little thinning for ease of use"
