Will an architect be able to help me create a sustainable and energy efficient home? Can they help with the design and planning of things like the heating and insulation?

We're completely renovating a house and someone mentioned using an architect to help us. It's an area with a history of flooding. Would an architect be able to help design a more flood-proof home or is that down to a builder and external defences?
