Do provide drawings in CAD format?

In general, would an architect provide me with drawings in CAD format? Is this expected/necessary or would it just apply in certain cases? Any help on this would be appreciated.

"As an architectural technician, once payment is made in full then would be more than happy to supply the cad drawings as you have paid for them so legally there your property, so I would always provide the client with the cad drawings on request"
