"I'm guessing you have a pressurized cylinder in your property upstairs and a system boiler in the downstairs of the property usually there is 2x2 port zone valves that are in the cylinder cupboard or 1 x 3 port zone valve they usually are on the pipework in the cupboard with either a metal or plastic casing it sounds like the one that is on the hot water side of the cylinder doesn't work or has stuck you can manually open this on the side of the valve if it's a 2 port or if it's a 3 port there is a silver lever that you can use to manually over ride the valve to get the heat going into the cylinder failing that there should be a immersion heater for emergencys that you can switch on a plumber should get to the bottom of your problem easily"
