Planning permission v Building regulations?

Can you explain to me precisely what the difference is between planning permission and building regulations? Is one more expensive than the other?

"Planning permission is given when for example you want an extension building you would submit your proposed plans into planning if and when They are happy your drawing would be stamped granted this means you can build. building regs state how every stage of the build is to be done and what materials to use. building inspector calls at certain stages of the build to make sure this is done .correctly. he will not sign the job off until all is done properly to building regs."

"In a nutshell, you will need planning permission for certain types of construction projects by submitting a planning application to your local authority, you are basically asking for their approval to commence work. And the building regulations is statutory law which you or your builder must adhere to, which outlines important information of the actual building process and how it should be done !!!"
