What is a certificate of lawfulness?

Hi there, I’m just wondering, what is a certificate of lawfulness? How does it apply and what does it mean? Thank you.

"This basically is giving a certificate to prove in future or if yourself wants to construct or alter the property in any way to a said level or width it does not require planning permission as long as it stays within the said dimensions etc on the cert specified"
