Towel radiator leaking when cold

Why would the towel radiator be leaking whenever it's cold? We've had it for years and never noticed this

"When the radiator cools the material contracts so shrinks ever so slightly. These leaks are often disguised when the heating is on due to the brass expanding and temporarily curing the leak. It's very common. I would suggest getting the valves and rad tails replaced."
