Tide mark on plaster when it rains only one side

I have a problem that no one can seem to solve. On the left hand side of the window sil on the plaster a semi moon shape appears when it rains alot like a tide mark. It damages the paint. I've had a new window put in as someone said it was the window and the I had the roof re-felted back to the first rafter and boards put into the guttering but it still comes back. I'm at a loss the whole room was reskimmed. I've been out of the roof and used silicone to fill any visible holes. The last thing I can think of is the pointing but it seems OK to look at. I've had a roofer, a window person, a builder and yet it still comes back. Help ????

"Although it appears frustrating. Working through a process of elimination on the work you've had done you're getting closer to sorting the problem. It could be the pointing, but where water/ damp appears does not always relate to where its gettin in. Next time during rain (umbrella required) you could go outside the window and just look around for 5mins, and see if anything is obvious. Seems simple but it could be very obvious. Guessing when work was carried out it wasn't raining! Good luck"
