Is there a difference between a skim coat and finishing plaster?

Most skim coats are finish plaster. One coat is a backing plaster and skim coat all in one.

That is really just the terms used by plasterers for the work I.e final coat of plaster that is then ready for decoration

Finnish coat , is the the same as  skim coat , it’s basically the final coat , ready for painting etc
