If I want to build a house in a national park, should I get a feasibility study done first before drawing up plans?

A Feasibility Study will take in consideration all the critical aspects of the proposed project in order to determine the likelihood of it succeeding.   
For a new build house i would suggest first to do a feasibility study - this will help you to determine if you can build a house on the existing plot. The feasibility study is considering all the critical aspects (for example minimum square meter of garden the property needs to have, one or two parking space, bin storage, cycle storage etc.) this will help you to estimate the approximate size (square meter, how many levels) of the property you can get on the existing site.

Yes, if i was making this move i would try to find a local consultant, that has retired from the local council, that used to work for the development / planning team in the council.

There are usually plenty as after 15/20 years working for the council they can usually earn a great deal more money working privately.

Definitely, in most cases we would recommend starting with a feasibility study but in a national park it would be the best way to start.
