Replacing patio doors with wall

Our house has a large kitchen extension. However, the patio doors on what used to be the external wall were never replaced. We now want to put up a wall on 1/3 of the door opening and replace with internal french doors on the remaining opening. Does it require any permissions/building regulations? Is the wall load bearing? Thanks
