Removing a rotting tree on my property

If there is a rotting tree on my property, is it safe to remove it DIY and if I were to do so (or even if I were to hire a professional) would I need planning approval? What about building regulations?

"No, you don’t need permission or approval as for the tree is rooting and no longer alive.
It’s safe and convenient to remove a rotting tree"
