Refurbishing original shutters

The original shutters for our window are heavily painted and stuck in place at each side of the window. Is there a way to refurbish them if they won't budge?

"Using nitromorse is the best bet stripping the paint down too wood and then repaint or heat gun but be extra careful with heat and wood"

"Yes there is always a way, but it involves hard work with nitromors ,and a hot air gun, triangle scrapers.,and perseverance, with these ingredients you will win, and resurrect your shutters to there former glory ."
