Permissable building material for a drivematerial

I need to have a drive built with permeable regulations . What are the best materials allowed.

"Hi so long as you install a soakaway or surface water is directed into a natural drainage area such as grass or Gravel then your drive will be suds compliant. You could also install resin or permeable block paving."

1. Been a permeable concrete base then covered in resin
2. Been tarmac
3. Gravel the area with the gravel grids
4. You could use permeable block paving"
