New foundation and existing retaining wall

Hi

I am planning to replace my existing conservatory with a single storey extension. The conservatory is just within our boundary but there is a approx 2m level difference, supported by a retaining wall. The existing conservatory foundation is not deep enough and building controls have said I can’t put any additional load onto the retaining wall - what are my options?

"Your only option is to dig deeper if the foundations are not deep enough you will have problems later on with movement"

"It is quite simple you will need to clear the area entirely and have foundations put in to support the new extension! Although I am not absolutely clear what you meant exactly by 2m level difference so I am unable to advise here !"
