Mould on small bedroom wall

Why would mould develop on the bottom of a bedroom wall? It’s on the wallpaper above the skirting board.

"If the wall is on the ground floor it could be signs of damp penetration
if it's on the first floor or above it means there is not enough air ventilation to the room
I suggest you install two air bricks for cross ventilation at opposite sides of the room on external walls"
