Manhole full. How to unblock/empty?

Who is responsible for the manhole outside my property? It is close to the door

"Call a drainage company to come and jet the lines and do a cctv report on the drainage"

"Do you know if this is a shared drain? (2 or more properties connected to it) if so you can contact local authority, which is united utilities for the Northwest of England. However if this is not a shared drain it them becomes your issue as it's on your boundary. A blocked manhole usually consist of drain jetting to clear the manhole and drain downstream correctly"

"You are responsible as it's on your Property. Is the manhole foul or storm ? 2 alternatives, most advanced wa is having the line camered and jetted is more cost effective than the cheaper option of draing rods, its a straightforward job usually along as it is just a blockage and not a collapsed pipe. The 1st option would quickly address the issue, yet my advice I suggest first is speaking with your next door neighbours each side before any option, as it's possible it might not be your manhole that's blocked. I've had a couple of jobs in the past where this has been the case . ."
