Building bespoke cover for drainage system

I have a bare concrete floor in a ground-floor side extension, and there’s a drainage system in place (likely for moisture/water runoff). The room is the coldest in the house, even with a radiator.

I’d like to install laminate flooring, but I want to know the correct way to prepare the floor in this situation. Can insulation be added under the flooring to help with the cold, and if so, what type would be suitable over concrete with potential moisture?

Would I need a damp-proof membrane, specific underlay, or a subfloor system? Are there any concerns about moisture affecting laminate in this kind of space?

Or would a different type of flooring be more suitable? Please note this is for a wheelchair user and a carpet is unsuitable.

"Hi Melissa - You’ll need to address both moisture and insulation before installing any laminate.

I would recommend applying a liquid damp proof membrane to the concrete first, followed by a suitable insulation layer such as XPS boards or a high-quality thermal underlay.

You also need to ensure the drainage point remains accessible by incorporating a recessed access cover into the finished floor.

In this type of environment, laminate can be at risk if there is any residual moisture. A more suitable option would be a waterproof LVT (luxury vinyl tile) system, which performs better over concrete and is more durable, especially for wheelchair use.

Preparation is key here – moisture control, insulation, and proper levelling will make all the difference."
