"Depending if it is a manhole or a road gully. If road gully will be local council authority. If a communal/shared drain could be Scottish water. If on you property boundary and not shared will be your responsibility hope that helps
Don’t call a plumber a lot will not touch it or have the equipment to clear. If drainage get a drainage company"

"Some times you may be lucky and use a set of rods with or without a plunger on the end.
Have a poke around and try finding the outlet.
If no joy call a professional that can high pressure jet and clear it.
If the manhole is directly out side your property and only serves your house hold, it would be your responsibility"
